U.S. Intelligence analysts, in a report titled "Al-Qaida better positioned to strike the West," have stated that al Qaeda has managed to regroup and rebuild back to the point it was at before September 11th.

The report asserts that while the U.S. has been distracted in Iraq, the real al Qaeda has been regrouping, recruiting, rebuilding and planning their way back.

Bush's alliance with Pakistan has been the cause of this revival. At one point, the CIA was prepared to enter Pakistan and capture or otherwise neutralize several key al Qaeda figures, but president bush called it off fearing it would strain relations with Pakistan. Now al Qaeda grows and enjoys a safe haven along the Afghan-Pakistan border.
